Answer: Yes, once you are awarded a HELB loan, you will be required to fully repay the amount in accordance with the terms & conditions as well as the interest accrued thereafter, and penalties incurred (if any).

HELB was established with the aim of not just recovering all matured loans, but to raise sufficient funds to meet the rising loan demand and attain faster turnaround in loan repayments.
It consists of three tiers:

  1. Undergraduate section, which deals with recovery of undergraduate loans
  2. Jielimishe Loan section that is charged with the responsibility of disbursing and recovering of loans from salaried students.
  3. Allocation section charged with the responsibility of collection and updates of loanees’ accounts.
    The Debt Management Department is committed to recovering all matured loans with utmost diligence in line with the HELB Act 1995 and in conformity with the dynamic customer expectations.

Repaying your Student Loan

Undergraduate Loan Repayment starts within one year of completion of studies or within such a period as the Board decides to recall the loan whichever is earlier. However, you can make voluntary payments before or after you complete your studies to reduce your loan balance.

Completion of Loan Repayment

Upon completion of loan repayment, kindly seek clearance from HELB. Please note that only HELB and not your employer can confirm your loan repayment status. HELB shall confirm loan repayment completion by issuing certificate of clearance. For clearance, please fill in the Loan Recovery Enquiry form.

Over Repayment

If you overpay your loan, you will receive a refund from HELB and not your employer. To claim refund, please fill in the Loan Recovery Enquiry form.

Jielimishe Loans (for salaried students)

Jielimishe Loans are due for repayment immediately upon disbursement. Successful applicants shall be notified via e-mail. For any queries on Alternative loans, please fill in the Loan Recovery Enquiry form.

LOAN REPAYMENT METHODS

HELB offers various loan repayment methods as follows:

1.Local Repayment Methods

Mobile Payment Services: M-PESA

Using M-PESA (Safaricom) Money Transfer:

  • Select pay bill option
  • Enter HELB business number as 200800
  • Enter your national ID number as your account number
  • Enter amount you want to pay
  • Enter your secret PIN number
  • Confirm transaction and send

Note: The transaction reflects in your statement immediately after the transaction.

Using M-PESA (Safaricom) Money Transfer for Employers

  • Upload the remittance schedule
  • Generate the E-Slip
  • Go to the M-PESA menu and click on Lipa na M-PESA, then Paybill
  • Enter 200800 as the business number
  • For the account details, enter the generated E-Slip number as the account number
  • Enter your PIN number
  • You will receive a confirmation message for payment

Note: The transaction will reflect in the employer statement and posted to individual loanee statements.

All payments are payable to Higher Education Loans Board, by crossed cheque, bankers draft, direct transfer/standing order/EFT or cash deposit to HELB collection A/C in any of the following banks:

Give authority to HELB to make monthly debits or lump-sum payments directly from your bank account or credit card. This is done by signing the CREDIT CARD AUTHORIZATION FORM (CCA) and forwarding the same to HELB. VISA branded credit cards or debit (ATM) cards can also be swiped at HELB offices.

  • Enter the amount you are paying and click Pay Now
  • A payment acknowledgement will be issued once the payment is successful
  • HELB will issue an official receipt for the payment

Loanee Compliance Certificate

This Certificate is issued to the beneficiaries of HELB loan who are up to date with their loan repayment. It is also issued to the beneficiaries who are still within the repayment grace period. Once a beneficiary has completed repaying the loan, he/she is issued Certificate of Clearance. This service is not charged.

Non-Loanee Compliance Certificate

If you did not benefit from HELB loan, you can apply for the Non-loanee Compliance Certificate from the HELB Portal or e-Citizen Portal. This service is not charged.

Loanees’ Obligations

A loanee shall be required, subject to and in accordance with HELB Act 1995 or any regulations made there under,
within one year of completion of his studies or within such period as the Board decides to recall its loan whichever is
the earlier:

  •  To inform the Board of his/her contact address;
  • To begin repayment of his/her loan together with any interest accrued thereon;
  • If he is in formal employment, to authorize his employer to deduct the loan repayment and to remit it to HELB as directed.

When one takes out a loan, HELB will require the loanee to sign a declaration which is also a contract. This states that the loanee has read and understood the Terms and Conditions and will therefore agree to repay the loan in line with the regulations that apply at the time the repayments are due and as they are amended. The loanee must ensure to provide complete and correct information when taking out the loan. The Loanee should update HELB about any changes in their details;

  • During the application process;
  • While still at university or college; and
  • Until the loan is repaid in full.

The loan agreement is a contract.

Information required

Some of the mandatory information required on the Enquiry Form for effective processing and recovery of the loans shall include the
following:

  • National Identification (ID) and
  • Personal Identification number (PIN)
  • Contacts such as Postal addresses, Telephone, Emails

Loanees Responsibilities

  • To repay loan in line with the regulations;
  • Maintain up to date personal details (for example, if your address, name or employment details change)
  • Comply with HELB requests and processes;
  • Keep track of own repayments;
