Is MLP an examination?

It is not an examination but an assessment. The main purpose of an examination is for placement and certification at the end of an education cycle. The purpose of an assessment is to find out what level the learners are in terms of competencies acquired as outlined in the curriculum.

What will happen to the learners who will be below expectation throughout?

Progressing to the next grade is guaranteed as interventions to assist the learner are sustained. However, if a learner persistently fails to improve, it means that the learner need not be subjected to the age-based pathway in the learning process. For instant a learner may take 2 years to acquire competencies that are expected to be acquired in 1 year. Such a learner need to undertake an assessment to identify their inability and be placed in an appropriate pathway

Why should Kiswahili be monitored under the Integrated Learning Areas (ILA). It should be independent just like English?

One of the purposes of Grade 3 MLP is to find out readiness of learners to transit to Grade 4. From Grade 4, the language of instruction is English and that is why it has been singled out as a separate assessment. According to international assessments, emphasis is laid on literacy and numeracy skills. For purposes of comparison with other countries Kenya opted to use Mathematics activities for Numeracy and English activities for Literacy.

Grade 3 MLP is expensive to parents and schools, who bears the cost?

MLP should be administered in the most natural environment just like the way teachers conduct classroom assessments. In undertaking the Integrated Learning Areas assessment, learners are expected to use locally available and affordable materials. Schools are also encouraged to use digital devices such as computers, laptops, projectors, and tablets to administer MLP assessment in a more interesting manner for the learners as well as reducing on costs of printing question papers.

Teachers are required to score the assessment using the marking guides provided and give immediate feedback to the individual learners at the school level

What will KNEC do to guarantee the integrity of learners’ scores by teachers?

One of the salient features of Competency-based learning and assessment is provision of evidence for accountability. When you provide a score or a descriptor on learners’ performance, it must be accompanied with evidence. There is a very strong conviction that once teachers, be it in private or public schools, understand this cardinal requirement they will align themselves to the tenets of objectivity.
